To get a stafford loan for school do you have to have good credit?

I'm curious to know if they can cap the amount of money based on my tution, the reason I ask is because I want to make sure I can get enough to pay for tuition (at a junior college) and still pay for books and such. I know of a few friends who manage this well and am curious to hear from others! I'm basically just trying to get out of paying out of pocket and I know I can get a Stafford loan because they basically gives those away like candy!
My income is high, I have 33,000 of student loans I won't have to pay on for 3 years, and I'm only requesting $40,000. Someone give me good news.
I just submitted by FHA loan to go to a manual underwriter. My broker thanks we have a great shot, but I wanted some encouragement.

I am not a homeowner either but I make over $60,000 per year. I have terrible credit from when I was in college. Ran up about $15,000 in debts.
I have been trying to help my husband improve his credit score. We have a house together, but since his score was bad, I got approved for the loan. I am considering including his name on the loan in hopes that creditors will see that he too is contributing and paying ON TIME. My ques: Will this added loan help? Or will yet another loan negatively impact his score? Thanks for your help.
